Tete de turc, I always think of as a scapegoat. I know this as one headmaster told me that that was what my son was, tres gentil nez pah!

It can mean scapegoat, but scapegoat is also "bouc émissaire".   Wink [;-)]

 'Tyranniser' is the verb I think you are looking for.

It's close, but I would argue that tyranniser still does not translate bullying exactly.
