And to add insult to injury, they are not taking early retirement but staying on as long as possible beyond the simple retirement age so they get paid more pension after doing nothing.
And some have even put in for promotion because they feel unhappy at having being left behind by their colleagues who have actually worked.

Re: A system rotten to the core

I am sure that this was on something like Envoye Speciale or even an article on the news a few years ago. That it has not been addressed is awful.

I keep wondering how it is not fraud, but if the bosses do not allocate work....... and ofcourse the person concerned does not ask for any, then maybe the bosses need the sack and these people getting rid of too.

Promotion is often by time served which creates a sort of spiral of uselessness. More incentive, promotion on merit, recruitment from the outside etc needed.

Remember, these particular cases are in the territorial civil service, local up regional services which are only just beginning to be brought under serious scrutiny. From snippets 8n the Press, buy do they need it!

Plus they will have been getting anciennete payments won't they???? And if so, usually a person is supposed to be interviewed about their work to get it????

And if that is so, and they lied about working, then surely that is fraud and incompetence.

I cannot imagine that the anciennete will not have been paid.

They havent lied as they have, apparently, never been given work posts or have always managed to refuse or avoid them. And yes, they get all the perks including ancienté as well as the promotions of their cadre or age group.
That is the problem, it is all legal.
Interviews? I doubt it, someone would just have looked at their dossiers.

It used to be true that is posties had four or more children they could retire very early too, though now abolished. (According to a former lady postie who I was chattering to over the fence this week.)
